Essex Safeguarding Children Board
The role and responsibilities of Local Safeguarding Children Boards are outlined in full in Chapter Three of the key Government guidance document Working Together to Safeguard Children. The ESCB operates in accordance with this guidance.
The statutory core objectives of the ESCB are:
- To coordinate what is done by each agency represented on the Board for the purposes of safeguarding and promoting the welfare of children in Essex
- To ensure the effectiveness of what is done by those agencies for that purpose

The ESCB fulfils these objectives by undertaking activity in connection with its statutory core functions, which are as follows:
- Developing policies and procedures for safeguarding and promoting the welfare of children, including those covering:
- The action to be taken where there are concerns about a child s safety or welfare, including thresholds for intervention
- Training of persons who work with children or in services affecting the safety and welfare of children
- Recruitment and supervision of persons who work with children
- Investigation of allegations concerning persons working with children
- Safety and welfare of children who are privately fostered
- Co-operation with neighbouring children s services authorities and their Board partners
- Communicating the need to safeguard and promote the welfare of children
- Monitoring the effectiveness of what is done to safeguard and promote the welfare of children
- Participating in the planning of services for children in the area
- Collecting and analysing information about the deaths of all children in the area
- Establishing procedures to ensure a coordinated response to unexpected child deaths
- Undertaking a review of cases where a child has died or has been seriously harmed in circumstances where abuse or neglect is known or suspected and advising on lessons that can be learned
