Uttlesford Community Safety Action Team

Responsible authorities have a statutory duty, through the Crime and Disorder Act 1998 to work with other local agencies and organisations to develop and implement strategies to tackle crime and disorder including anti-social and other behaviour adversely affecting the local environment as well as the misuse of drugs in their area. (s6, Crime and Disorder Act 1998 as amended by s97 & s98 Police Reform Act 2002 and s1, Clean Neighbourhoods & Environment Act 2005)

To take the lead in making Uttlesford a safer and more pleasant environment in which to live grow and prosper, by reducing crime and disorder, and addressing the related health, economic and social costs of crime.

  1. Consult with the districts local communities and statutory partners.
  2. Produce and publish an audit of local crime, disorder and misuse of drugs every three years.
  3. Using the information arising from the audit and based on consultation with local communities format a strategy for combating crime, disorder and misuse of drugs every three years.
  4. Receive reports on progress of the Strategy deliverables agree amendments where necessary.
  5. Ensure that the Community Safety implications for all responsible authorities member organisations are fully considered.
  6. To offer leadership and a strategic steer for associated working groups based on examples of best practice.
  7. Monitor the performance of partner organisations in implementing the agreed Action Plans of the working groups.
  8. To agree an Anti Social Behaviour Protocol and process for preventing and dealing with local ASB issues.
  9. To monitor the application for and use of Anti-Social Behaviour Orders, acceptable behaviour contracts, parental control agreements
  10. To receive and approve recommendations from the Funding and Strategy Sub Group on the allocation of funds made available to the Uttlesford Community Safety Action Team.
  11. To receive reports on the performance of projects in receipt of funds.
  12. To agree the Uttlesford Community Safety Action Team local partnership budget.
  13. To monitor allocations against Uttlesford Community Safety Action Team budget
  14. To receive and provide information on the development of other relevant strategies / plans, ensuring that where appropriate these are aligned with the Community Safety Strategy (such as Primary Care Trust Local Delivery Plan, Children and Young Peoples Partnership)
  15. Through the shared membership, report to the Uttlesford Futures Management Team and Board in delivery of specific elements of LAA (SSC block)
  16. Advise the Uttlesford FUTURES Management Team of any relevant issues.
  17. To receive feedback from the Uttlesford FUTURES Management.
  18. To liaise with other district, countywide, and government departments / networks through the Uttlesford CDRP attendance at CDNE.
  19. To ensure regular statistical information is obtained to assist the local deliverer of crime & disorder reduction initiatives (such as Crime and Community Profiler, Iquanta, information supplied by Police) and support performance management.
  20. To receive the relevant Community Safety Best Value Performance Indicators (source Office of the Deputy Prime Minister Best Value Performance Indicators for 2003/04 Chapter 11)
  21. To have particular concern for measures to address:
  • Fear of crime
  • Domestic violence
  • Repeat victimisation
  • Hate Crime (racial and homophobic)
  • Witness intimidation
