Uttlesford Futures Local Strategic Partnership

The Local Strategic Partnership for Uttlesford (Uttlesford Futures) is the umbrella partnership which works to improve the quality of life in the district. It is a strategic level body, which brings together representatives from key public and voluntary sector agencies, private sector bodies and community representatives, to identify and address issues through the Sustainable Community Strategy. As such it is the partnership of partnerships for the area.

The aim of Uttlesford Futures is to bring together key public, private, voluntary and community sector organisations in Uttlesford in order to deliver their vision: -

 “to sustain a high quality of life in which the benefits of the unique character of the district are equally available to all residents, workers or visitors”

To achieve this vision objectives have been set against the following themes: -

  • Children and young people matter
  • Staying healthy
  • Developing business
  • Feeling safe
  • Protecting the environment
  • Getting around
  • Uttlesford Futures will:

    • Set the overall strategic vision for Uttlesford through the establishment, implementation and maintenance of the Sustainable Community Strategy.
    • Encourage local people (through consulting, informing and advising) to identify gaps in service, needs and priorities for their communities and thereby help inform the strategic vision of Uttlesford Futures and actively shape the development of agreed initiatives and projects.
    • Promote the exchange of ideas, knowledge and information between communities, partners and sectors so as to develop knowledge and understanding of needs within Uttlesford.
    • Deliver on common priorities, targets, agreed actions and milestones to show demonstrable improvements against measurable baselines.
    • Bring about strategic alignments of those plans, partnerships and initiatives which affect the Sustainable Community Strategy.
    • Promote the interests of Uttlesford beyond the District s boundaries with external organisations, County and regional agencies and Central Government

    Essex Strategy and LAA objectives

    The Essex Strategy

    The Essex Strategy is the 10 year strategic vision for the county and is implemented alongside 12 Sustainable Communities Strategies (SCS) which are unique to each District.  However issues exist which are common to all, identified as the 'Wicked Issues' facing the County through the 2009 Essex Strategy Review process, these are: -: -

    1. Reducing Health Inequalities
    2. Safeguarding the Most Vulnerable
    3. Improving Educational Attainment and Skills
    4. Improving Community Safety
    5. Strengthening Communities
    6. Promoting Sustainable Economic Growth
    7. Mitigating Climate Change

    The Local Area Agreement

    The Essex Local Area Agreement (LAA) is an agreement with the Government and the county’s Local Strategic Partnerships, the voluntary sector and other public services including Health and the Police. The agreement sets outcomes and targets to be achieved over a three-year period.  Essentially it is the delivery arm of the Essex Strategy with the overarching vision: -

    “To support Essex people to liberate their potential to enjoy the best quality of life in Britain”

    To achieve this relies on delivery at a local level.  Uttlesford LSP has identified the following LAA Performance Indicators which it will 'have regard to': -

    Budgets controlled by the partnership

    ECC currently makes available Local Area Agreement2 Performance Reward Grant (1st April 2009 31st March 2011).
