Harlow 2020 Local Strategic Partnership

 

Harlow 2020 is the Local Strategic Partnership for the district of Harlow in Essex. It was originally set up in 1993 to take a co-ordinated approach to the development of Harlow and realise the benefits of shared knowledge and shared resources.

The partnerships aim is to work together to improve the quality of life in Harlow focusing on social, economic and environmental well-being.

The Sustainable Community Strategy for Harlow identifies the following priorities for the District: -  

  • Economic Prosperity
  • Education, Learning and Skills
  • Free Time
  • Health and Wellbeing
  • Homes and Neighbourhoods
  • Transport
  • Children and Young People (the Harlow Children’s Partnership)
  • Crime and Community Safety (the Safer Harlow Partnership)

Essex Strategy and LAA objectives

The Essex Strategy

The Essex Strategy is the 10 year strategic vision for the county and is implemented alongside 12 Sustainable Communities Strategies (SCS) which are unique to each District.  However issues exist which are common to all, identified as the 'Wicked Issues' facing the County through the 2009 Essex Strategy Review process, these are: -: -

  1. Reducing Health Inequalities
  2. Safeguarding the Most Vulnerable
  3. Improving Educational Attainment and Skills
  4. Improving Community Safety
  5. Strengthening Communities
  6. Promoting Sustainable Economic Growth
  7. Mitigating Climate Change

The Local Area Agreement

The Essex Local Area Agreement (LAA) is an agreement with the Government and the county’s Local Strategic Partnerships, the voluntary sector and other public services including Health and the Police. The agreement sets outcomes and targets to be achieved over a three-year period.  Essentially it is the delivery arm of the Essex Strategy with the overarching vision: -

“To support Essex people to liberate their potential to enjoy the best quality of life in Britain”

To achieve this relies on delivery at a local level.  Harlow LSP has identified the following LAA Performance Indicators which it will 'have regard to': -

Budgets controlled by the partnership

ECC currently makes available Local Area Agreement2 Performance Reward Grant (1st April 2009 31st March 2011). Both the Migrations Impacts and Future Jobs Funds are also managed by the Partnership.
