LSP Transport Action Groups at Tendring, Harlow and Epping Forest Councils

District and Borough Councils use their Transport TAGs to deliver their LSP targets. ECC uses them to foster its localism agenda through the Highways Local Service Agreements with the District and Borough Councils. Also a valuable forum for collating local transport issues and raising awareness that other partners can influence.

The TAGs should bring a focus on local priorities, but a lot of effort goes into reconciling conflicts with national and County funding priorities, and managing expectations within the local community and transport industry. Membership and leadership of these TAGs has fallen to ECC since Highways and Transportation terminated the Highways Agency Agreements with the District and Boroughs Council in 2005, and transferred staff to ECC s Area Offices. So far, ECC leads on three of the 12 District and Borough Council s Transport TAGs. ECC s involvement is within existing resources, including admin support in the west, although partners provide support in Tendring.

There are four meetings a year for the three groups, although the Harlow and Epping Forest groups are co-ordinated to make efficient use of resources.

The groups in the west have a weak attendances but proactively feed into the bigger LSP agenda. By contrast the Tendring group has a well balanced collection of stakeholder attendance but at present appear rudderless due to lack of corporate guidance. Considerable effort is needed to promote awareness of the LSP and its TAGs within ECC and the District and Borough Councils.

District Council officers, PCTs, bus operating companies, Community Transport Groups, local access groups and ECC Highways and Transportation officers, Extended School officers, Rural Council of Essex.
