Essex Casualty Reduction and Congestion Board

The purpose of this partnership is:

  • To manage the accident reduction targets in the LTP and congestion targets as part of the LAA. Significant reduction in KSIs from 1089 in 2002 to 884 in 2007 with the target of 799 or fewer KSIs in 2008.
  • To improve Journey time reliability and average journey time on key defined interurban routes across Essex and radial routes into and out of Chelmsford; target to be measured in January March 2009. Strategic development and performance monitoring of the Essex Casualty Reduction Board Strategy, the Safety Camera Working Group and contributing to the LAA Action Plan for both casualty reduction and journey time targets. The Road Safety actions are delivered through a project management team working on joint partnership activities. Focus on high profile enforcement and publicity with supporting education and community engagement. Essex Fire and Rescue service is now fully integrated and is leading on the Community Wheels Project, a partnership exhibition vehicle which targets disadvantaged communities and key accident groups. The Congestion LAA targets are delivered through the Essex Traffic Control Centre and the delivery of related congestion schemes. The Board is Chaired by Cllr Hume the activity is led by ECC Highways and Transportation (Safety and Network Manager Rosemary Welch) Liz Saville (Congestion and ITS Manager) as the Highways Authority and supported by all main partners
