Essex Resilience Forum

The purpose of the forum is to ensure that within Essex Category 1 & 2 responders comply and carry out their civil protection duties as prescribed under the Civil Contingencies Act 2004. Its aim is to

  • Ensure the compilation of agreed risk profiles through a community risk register.
  • Provide a systematic, planned and coordinated approach to encourage Cat 1 responders to address all aspects of policy for:
  1. Risk
  2. Planning for Emergencies
  3. Planning for Business Continuity Management
  4. Arrangements to warn and inform the public
  • Support the preparation of multi-agency plans and other documents
  • Applying civil protection policy initiatives from regional and central government
  • Developing responses to meet changing circumstances and to mitigate any actual or potential threat to the safety of the population of Essex and/or to its environment.
  • Identify problem areas requiring a combined effort and coordinated approach by the Emergency Services and the other Category 1 Responders.

Its objectives are:

  • To develop, maintain and improve effective coordination between the Category 1 responders.

To ensure effective coordination and regular liaison between those services and organisations in the planned responses to emergencies.

Membership

Category 1 responders - permanent members:

  • Local Authorities within Essex (County; District/Borough; Unitary)
  • Emergency Services (Essex Police; Essex Fire & Rescue; British Transport Police; East of England Ambulance Service)
  • Health (inc all Acute Hospitals; Primary Care Trusts; Mental Health Trusts; Strategic Health Authority)
  • Environment Agency (EA)
  • Health Protection Agency (HPA)
  • Maritime & Coastguard Agency (MCA)

Standing members:

  • Government Office Eastern Region
  • Armed Forces
  • Voluntary agencies

Category 2 responders - by invitation:

  • Industry (as identified by Control of Major Industrial Hazards legislation (COMAH Regs 1999); Pipeline Safety Regulations 1996; Radiation Emergencies (Public Information Preparedness) Regulations (REPPIR) 2001
  • Utilities
  • Transport providers (Road/Rail/Air/Sea)
  • Highways Agency
