Maldon Community Safety Partnership

The Maldon District Community Safety Partnership was formed in 1997 to produce a strategy to reduce Crime and Disorder in Maldon District and to meet the requirements of the Crime and Disorder Act 1998. The Act placed a duty on Local Authorities (i.e. Essex County Council, Maldon District Council, Essex Fire and Rescue, Essex Probation and Mid Essex NHS) and the Police (i.e. Essex Police) to work in partnership to develop and implement a Strategic Assessment to reduce crime and disorder in the district. Other agencies including Housing Associations and Voluntary Sector are also included in the partnership.

How does the Partnership work?
The Responsible Authorities Group provides the direction and ethos for the Partnership. Membership comprises of a representative from:
- Essex County Council.
- Divisional Commander of Essex Police, Chelmsford Division.
- The Chief Executive of Maldon District Council.
- The Essex Police Authority
- Maldon & South Chelmsford Primary Care Trust (PCT)
- The Essex Fire Authority
- Partnership Manager
- Probation Trust

Support and guidance is provided by the Home Office Eastern Region Crime Reduction Unit, The Association of Essex Authorities and the Essex Chief Executives Group. Overall management and implementation of the strategic assessment is the responsibility of the RAG. Decisions are taken based upon advice from partners (service providers) and, of course, public opinion. Day to day implementation of the secondary objectives is the responsibility of Sub Groups established to carry out the required tasks. The Chairman invites people with relevant skills to join the Sub Group. Sub groups have a core membership supplemented by the co-option of partners with required skills, as requested. The Responsible Authorities Group meets quarterly, and the Solutions Group meets twice a year or more. Sub Groups are required to meet at least quarterly. In 2009 an Overview and Scruity Commitee was appointed to ensure that the partnership is monitored and works effectively.
What are the Priorities?
These priorities have been identified to incorporate the needs of our locality, taking into account the rural aspect of our community and the hard to reach groups. The MDCSP is a high performing partnership resulting in a low crime rate in the Maldon District. The priorities identified will strive to maintain and improve our performance in addition to enhancing community engagement and reduce the fear of crime.
- Manage perception of local crime levels, alleviating concerns to ensure people feel safe.
- To reduce the number of injuries and fatalities through education and delivering preventative initiatives to keep the community safe.
- Protect and safeguard young people in the community and foster mutual respect with the other groups, particularly the elderly
- To reduce the harm caused by alcohol through enforcement, awareness and treatment.
- To reduce the harm caused by drugs through enforcement, awareness and treatment.
- To reduce the most serious violence, including tackling sexual offences and domestic violence.
- To reduce anti-social Behaviour in the community by 2%
- To reduce reported crime by 1 % during 2010/11.
- To reduce re offending by adult and young offenders.
