Children’s Trust Joint Commissioning Board

Purpose 

The Joint Commissioning Board (JCB) is the body that takes forward the actions of the Children’s Trust. It draws together the analysis of need, the shared resources, the strategic service development and commissioning priorities of the Trust and sets the framework for Local Children’s Trust Boards to operate within.

Responsibilities 

  • Drive forward in Essex on behalf of the Children’s Trust the development of an integrated approach to Children and Young People’s services and the implementation of the agendas of Every Child Matters; Healthy Lives, Brighter Futures and 21st Century Schools.
  • Put in place robust arrangements for inter-agency governance across the wider children’s services arena in particular in relation to the Essex Safeguarding Children’s Board (ESCB).
  • Undertake an annually refreshed comprehensive needs analysis aligned with the Joint Strategic Needs Analysis and informed by the views of children, young people and their families.
  • Develop The Children & Young People’s Plan and undertake subsequent annual reviews. 
  • Develop a strategy for joint commissioning as part of The Children and Young People’s Plan, based on the shared priorities and needs analysis of the partnerships across Essex and designed to address the needs of children and young people in Essex.
  • Align the joint resources of the partnership and determine commissioning actions based on a shared understanding of priority and need.
  • Lead on the development of the overarching vision, priorities and delivery relating to children and young people in the Sustainable Community Strategy and Local Area Agreement and ensure alignment between them and The Children and Young People’s Plan.
  • Set a framework for the operation of Local Children’s Trust Boards and support and oversee the activities of the local Boards.
