Dissolution of CWOP
In July 2011, Dr Mike Gogarty, chairman of CWOP proposed (through an electronic consultation – documents attached) that the Partnership should be dissolved and all duties including responsibility for the Joint Strategic Needs Analysis (JSNA) should be passed to the Essex Health and Wellbeing Board. 10 members replied in support of this proposal and no members replied in disagreement.
On 24 August 2011, the Community Wellbeing and Older People’s Partnership was therefore formally disbanded. A final report on activity during 2010-11 can be found below.
Covering Letter - Dissolution of CWOP
The aim:
- The Community Wellbeing & Older Peoples board will promote and support the independence and well-being of the people of Essex.
- The board leads on the development and implementation of the Joint Strategic Needs Assessment, The Community Wellbeing Strategy, The Essex Later Life Strategy and the Essex Prevention Strategy to promote wellbeing across the county. The scope of the group is wider than traditional health and social care and seeks to promote community wellbeing in all work across the county.
Objectives:
- The Community Well-being and Older People s Board will look at the wide range of issues that are important to promoting and achieving Community Well-being and supporting Older People. E.g. housing, leisure activities, travel, income, health, social needs and environment. This will be linked to policies on strong neighbourhoods.
Key elements of the board s work programme will be:
- Community health and well-being strategy
- Strategy for Later Life in Essex
- Prevention strategy
- Joint Strategic Needs Assessment (please note that this group will also report directly to the other LAA blocks)
Communication:
- A communication strategy will be developed that will identify principles for communication and engagement with all stakeholders including service users. Members of the group will be responsible for ensuring two way communications with the organisation(s) they represent.
Essex Strategy and LAA objectives
The LAA Liberating Potential is the delivery mechanism for the Essex Strategy. The current LAA runs for 3 years (to 2011), and captures high level action plans through which outcomes and aims will be achieved.
The CWOP Board will be responsible for delivering;
- Priority 2:
- Number of emergency bed days per head of weighted population (NI 134)
- % Carers receiving needs assessments or review and a specific carer's service or advice and information (NI 135)
- % vulnerable people achieving independent living (NI 141)
- % People 65+ who say they receive the information, assistance and support to live independently (LI 5)
- Priority 3:
- % Lower mortality rate in least healthy areas (NI 120)
- % 16+ smoking rate prevalence (NI 123)
- % Number of people with mental health problems helped into employment of education (LI 7)
