 LSP

The Maldon District Local Strategic Partnership (LSP) brings together public sector organisations (such as the County and District Council’s, the police, fire and rescue services and NHS (Mid Essex) representatives from local business and voluntary and community groups.

Working together we identify local needs through consultation, community involvement and data analysis- Improve the economic, social and environmental well-being of the people of the District- Improve the planning and coordination of existing and future services.

The Renewed Sustainable Community Strategy, which sets out the priority issues for the District 2010-26, has now been approved by the LSP Steering group (see picture below) and formally endorsed by the District Council. to view the Strategy click here (both web version and print friendly versions are available by clicking Here). An action plan is being developed to help deliver the Strategy.

Since last year the LSP has been keeping a watching brief i.e. work has continued, groups have continued to meet, but no major decisions re. Structure and future although it is clear that the partners do very much want to continue to work together.

However, the one decision that was made was that, following the withdrawal of PRG funding, I would be made redundant at the end of this month as the Council felt that it could not support my post.

The LSP’s Steering group met on the 4th July to discuss the way forward.

They agreed that:

  • There should be a smaller, strategic group with a tighter focus to replace the current steering group. The new group should meet 3 times a year. It was suggested that this group should be made up of elected members from the county and district council (effectively a locality board).
  • That the purpose of the partnership should be to deliver the recently endorsed Sustainable Community Strategy (SCS)
  • That the thematic or sub-groups should continue to meet and work to deliver the SCS
  • That there should be two forums a year which would involve a wider partner base and the public. (And on this point the District Council is also exploring the possibility of widening the remit of its Area Planning Committees to increase engagement.)

A report will be going to Maldon District Council (the LSP’s lead partner) on the 21st July to seek MDC’s Views/approval for the proposals above and to explore options fro resourcing support for the proposed new framework.

LSP UPDATE as of 28/7/11.  At the Council meeting which took place on the 21st July, the Council did not support the proposed Maldon Strategic Board model consisting of elected Members of Maldon District Council, Essex County Council and the MPs, with a Public Health representative and the ability to co-opt members of the Fire Authority and Police Authority depending on the issues, as was discussed at the LSP meeting on 4 July 2011.  Members wished to see the outcome of the Essex County Council consultation in relation to Locality Boards, and the implementation of the Localism Bill.

 However, Council did agree to continue to provide the admin support to the LSP in order for the Steering Group to meet in the next 6 months and then for a report to go back to Council.  Megan will be in touch in due course to arrange a meeting date.

 The 4 thematic sub groups will continue to receive the level of admin support already provided by the Council as there is no change in this.  However, there will no longer be a Local Strategic Partnership Development Officer to carry out a coordinating and facilitating role.

Latest news and upcoming events

Partners continue to be committed to working in partnership. The LSP recognises that it will need to evolve and to change its structures to reflect the changing situation, including the Essex wide partnership structures, but the Steering Group is keen not to become too preoccupied with structures and to focus on delivering the Sustainable Community Strategy and moving the LSP forward.

-Local Strategic Partnership Update- 16th August 2010
The recent decision of the new Government to halve the Performance Reward Grant (PRG) payments made to the County Council has had a dramatic effect for the District Local Strategic Partnerships (LSP) across the County. Maldon District LSP, in common with LSPs across Essex, has been heavily reliant upon the PRG funding to fund projects and the core work of the partnership. The LSP is, in effect, now being asked to return PRG money to the Essex Partnership. Following a series of emergency meetings the Steering Group (see the papers and minutes under the Steering Group section of this website) has cancelled all the LSP’s planned events, and closed down all the PRG funded projects. The LSP Development Officer’s post will also be terminated in the next few months.

However, the growing importance of partnership work for the future is recognised and the work to develop the renewed Sustainable Community Strategy will continue. The LSP’s Steering Group and its thematic subgroups will continue to meet while the structures and work of the LSP are under review.

The PRG money had been paid, through the Essex Partnership, to LSPs and other partnerships in advance of the County Council receiving the money. £26 million had been expected but only £13,000 will now be paid.

Maldon District LSP, in common with LSPs across Essex, has been heavily reliant upon the PRG funding to find projects and the core work of the partnership. The LSP is, in effect, being asked to return PRG money to the Essex Partnership. As a result of these funding difficulties, all the Maldon District LSP’s planned events have been cancelled and all the PRG funded projects are being closed down. It is anticipated that the LSP Development Officer will be made redundant. However, the work to develop the renewed Sustainable Community Strategy is continuing.

The structures and work of the LSP are therefore under review.

The LSP holds at least two events a year: one in May/June and the other in October/November. These events discuss key issues that are coming up and give stakeholders an opportunity to exchange information and ideas with the LSP and shape the direction of the LSP. The October/November event is open to the public.

Exciting new Service for the Dengie is Launched

An exciting new service, the Dengie Dart, which runs between Broomfield Hospital and the Maldon District, was publicly launched on Friday, 20th May.  MP John Whittingdale, who formally cut the ribbon on one of the new specially adapted minibuses (with full wheelchair access), said “This is a great example of the Big Society approach where working with local communities can come up with cost efficient solutions that suit local people”.

 The scheme grew out of one of the Maldon District Local Strategic Partnership’s (LSP) working groups which had identified the need for just such a demand responsive service and brought the right people together to make it happen. Parish councils, the District and County Councils, the hospitals, User groups, GPs, business (Arrow taxis), Maldon District Community Transport, the Rural Community Council for Essex and the local Member of Parliament have all been involved in developing the scheme which represents both partnership working and localism in their true senses.

 The Dengie Dart will offer a fixed link between Maldon and Broomfield Hospital plus a demand responsive service to communities in the Dengie linking them to Maldon and St. Peter’s hospital.  The service also links to Hatfield Peverel railway station acting as a direct replacement for the no. 79 bus that formally operated between Maldon and Heybridge and Hatfield Peverel and the return journey takes in Chelmsford railway station. The scheme is designed to become commercially viable and is aimed at demonstrating that Demand Responsive Transport (DRT) can be a sustainable solution to providing access in rural areas.

 

 

 

 

 

 

 

 

 

 

Ground Breaking wireless fast/ultra-fast broadband pilot launched

A ground breaking pilot to provide a wireless ultra-fast broadband service for the whole of the Maldon District was launched on the 10th May.  The pilot, which is a partnership between the Maldon District Local Strategic Partnership, Essex County Council, Maldon District Council and Buzcom, will address the problems associated with poor broadband coverage for both business and domestic users.

Fibrewifi is the trading style of Buzcom who will be installing, servicing and providing connections to the internet.  The state of the art, pioneering technology, combining point to point, mesh and cloud technologies, puts Maldon in a uniquely competitive position.  The network will go live on 1st June.  Prospective users with laptops/PDAs will be able to trial the service from 10 May by visiting six pubs in the District where the service will be available for customers to sample.  A mailshot will go out to all addresses in the district including a voucher for a free trial. TEN Performance Management

The Local Strategic Partnership believes that it is important to measure how we are performing against our aims and how well we are delivering projects even if these are sometimes difficult to measure. We record out activities on a performance management software package. Click here to view the Ten performance management System. The site is easy to move around and you can find out about progress on the actions in the Sustainable Community Strategy (SCS).

The system will shortly be updated with actions relating to the recently renewed SCS. Currently its contents relate to the previous SCS. 

Reporting Back News Sheet

December 2009 saw the publication of the first issue of the LSP’s Reporting Back News Sheet. The News sheet is to keep people informed of the Steering group’s decisions and what the LSP is doing. It will be sent electronically to local organisations, Parish councils and Maldon District Council members and will also appear here on the LSP’s website. Structure and Membership

Maldon District LSP has three ‘layers’. At the top of the structure is the Steering Group which has high profile representatives, such as chief executives and senior officers, from key organisations and the chairmen of the LSP’s working groups and subgroups. This group is responsible for overall executive decisions and for setting the overall strategic direction of the LSP. The group usually meets four times a year.

 Below this there are working groups and thematic subgroups which work together to deliver different aspects of the SCS.

 The third layer is composed of all the organisations across the District who are invited to attend the LSP’s twice yearly events. These are opportunities to influence the direction of the LSP and its partners.
