Help to Shape the Future of your District

Every few years the Maldon District Local Strategic Partnership develops a document called the Sustainable Community Strategy on behalf of the District Council. This document sets down what the Partnership believes are the priority issues for the District are and how we will work to deliver improvements in those areas. Over the next few months we will be assessing what the priorities should be for the next 3 - 5 years as part of our longer term renewed Strategy.

The development of this Strategy coincides with the development of Maldon District Council’s Corporate Plan which will cover the next 3 years. The returned questionnaires/surveys will be used by the Council as an important indicator of resident’s priorities for the future.

We would like to hear your views on what those priorities or key issues are for the District as a whole and for your local area as we realise that there are some big differences between places in the District.

Latest news and upcoming events

-Local Strategic Partnership Update- 16th August 2010
The recent decision of the new Government to halve the Performance Reward Grant (PRG) payments made to the County Council has had a dramatic effect for the District Local Strategic Partnerships (LSP) across the County. Maldon District LSP, in common with LSPs across Essex, has been heavily reliant upon the PRG funding to fund projects and the core work of the partnership. The LSP is, in effect, now being asked to return PRG money to the Essex Partnership. Following a series of emergency meetings the Steering Group (see the papers and minutes under the Steering Group section of this website) has cancelled all the LSP’s planned events, and closed down all the PRG funded projects. The LSP Development Officer’s post will also be terminated in the next few months.

However, the growing importance of partnership work for the future is recognised and the work to develop the renewed Sustainable Community Strategy will continue. The LSP’s Steering Group and its thematic subgroups will continue to meet while the  structures and work of the LSP are under review.

As part of the continuing development of the Sustainable Community Strategy the LSP is canvasing the views of organisations working in the District by a questionnaire. This replaces the stakeholder event which had been planned for the 5th July and had to be cancelled. The questionnaire does not cover all the areas that we had hoped to explore at the event or in the same amount of depth. However, we hope that organisations will still feel able to take part in the consultation in this way as their views are an important part of the development of the new Strategy. If you wish to take part in the questionnaire please follow the link here and complete it by the 14th September.

-Local Strategic Partnership Update- 20th July 2010
The recent decision of the new Government to halve the Performance Reward Grant (PRG) payments made to the County Council has had a dramatic effect for the District Local Strategic Partnerships (LSP) across the Districts. The PRG money had been paid, through the Essex Partnership, to LSPs and other partnerships in advance of the County Council receiving the money. £26 million had been expected but only £13,000 will now be paid.

Maldon District LSP, in common with LSPs across Essex, has been heavily reliant upon the PRG funding to find projects and the core work of the partnership. The LSP is, in effect, being asked to return PRG money to the Essex Partnership. As a result of these funding difficulties, all the Maldon District LSP’s planned events have been cancelled and all the PRG funded projects are being closed down. It is anticipated that the LSP Development Officer will be made redundant. However, the work to develop the renewed Sustainable Community Strategy is continuing.

The structures and work of the LSP are therefore under review.

The LSP holds at least two events a year: one in May/June and the other in October/November. These events discuss key issues that are coming up and give stakeholders an opportunity to exchange information and ideas with the LSP and shape the direction of the LSP. The October/November event is open to the public.

Ground Breaking wireless fast/ultra-fast broadband pilot launched

A ground breaking pilot to provide a wireless ultra-fast broadband service for the whole of the Maldon District was launched on the 10th May.  The pilot, which is a partnership between the Maldon District Local Strategic Partnership, Essex County Council, Maldon District Council and Buzcom, will address the problems associated with poor broadband coverage for both business and domestic users.

Fibrewifi is the trading style of Buzcom who will be installing, servicing and providing connections to the internet.  The state of the art, pioneering technology, combining point to point, mesh and cloud technologies, puts Maldon in a uniquely competitive position.  The network will go live on 1st June.  Prospective users with laptops/PDAs will be able to trial the service from 10 May by visiting six pubs in the District where the service will be available for customers to sample.  A mailshot will go out to all addresses in the district including a voucher for a free trial. Click here to view the flyer

Somewhere in the region 60 Maldon based businesses had already contacted Buzcom with a view to getting connected. For further details please contact: Gary Disley at gary@buzcom.net

This pilot will neatly contribute to addressing the LSP’s critical issues for 2010/11 of Economic Development and Accessibility.

TEN Performance Management

The Local Strategic Partnership believes that it is important to measure how we are performing against our targets and how well we are delivering projects even if these are sometimes difficult to measure. We have recently begun to record our activities on a performance management software package. Click here to view the TEN Performance Management System. The site is easy to move around and you can find out about progress on the actions in the sustainable community strategy, the process we are funding and how both the actions and funded projects relate to the local area agreement and the Maldon District’s LSP’sown priorities. In 2009 we produced our first Annual Report. We will produce one of these every year to chart our progress

Children and Young People’s Strategic Partnership (CYPSP)

The December Steering Group agreed to form a new sub group to address issues around children and young people at a local level. The group will be formed from the existing Local Delivery Group (LDG) and the old Maldon District CYPSP to create The Local Delivery Group Plus (LDG+). The new group will replace the old District CYPSP which has been disbanded as a result of the county-wide reorganisation of CYPSPs and the creation of the Mid Essex Children’s Trust.

Reporting Back News Sheet

December 2009 saw the publication of the first issue of the LSP’s Reporting Back News Sheet. The newssheet will be produced 4 times a year, immediately after the quarterly meetings of the Steering Group, to keep people informed of the Steering group’s decisions and what the LSP is doing. It will be sent electronically to local organisations, Parish councils and Maldon District Council members and will also appear here on the LSP’s website. To receive a copy, please contact the LSP Development Officer lynn.marston@maldon.gov.uk or see below for the    quarterly newsletters

Structure and Membership

Maldon District Local Strategic partnership has three ‘layers’. Click the links below to see each Sub Group.

At the top of the structure is the Steering Group which has high profile representatives, such as chief executives and senior officers, from the key partner organisations and the chairmen of the LSP’s subgroups. This group is responsible for overall executive decisions and for setting the overall strategic direction of the LSP. The group meets four times a year.

The groups work to deliver different aspects of the sustainable community strategy.

Click here to see the structure.

The chairmen of the sub groups also meet quarterly to discuss how the LSP can be helped to work more effectively and to share ideas.
