Braintree District Local Strategic Partnership

Braintree District s Local Strategic Partnership (LSP) is a non-statutory body that brings together the public, private, voluntary and community sectors, working at a local level. Although classed as a non-statutory body, many of the partners have a statutory duty under the Local Government and Public Involvement in Health Act 2007 items 103 and 104 to work in partnership to develop and deliver the Local Area Agreement.
The Sustainable Community Strategy for Braintree identifies the Districts vision as: -
"To improve the well-being of people and communities in the Braintree Districtnow and for future generations – ensuring that local needs are met, thatdevelopment is sustainable and accessible and that our historic towns, villagesand attractive countryside are maintained, improved and protected".
This vision is delivered through four priority themes: -
- Promoting accessibility for all
- Creating a clean and green environment and addressing climate change
- Achieving a prosperous local economy
- Enabling everyone to enjoy a safe and healthy lifestyle

The Essex Strategy
The Essex Strategy is the 10 year strategic vision for the county and is implemented alongside 12 Sustainable Communities Strategies (SCS) which are unique to each District. However issues exist which are common to all, identified as the 'Wicked Issues' facing the County through the 2009 Essex Strategy Review process, these are: -

The Local Area Agreement
The Essex Local Area Agreement (LAA) is an agreement with the Government and the county’s Local Strategic Partnerships, the voluntary sector and other public services including Health and the Police. The agreement sets outcomes and targets to be achieved over a three-year period. Essentially it is the delivery arm of the Essex Strategy with the overarching vision: -
“To support Essex people to liberate their potential to enjoy the best quality of life in Britain”
To achieve this relies on delivery at a local level. Braintree LSP has identified the following LAA Performance Indicators which it will 'have regard to': -

Cultural Partnership Board
The Cultural Partnership Board (CP) has the aim of delivering culture, arts and heritage to the people of the Braintree District to make a difference to their lives.
The CP feeds into the LSP and develops, reviews and delivers the Cultural Strategy for the Braintree District. The Strategy is currently being reviewed and updated and a new action plan will be developed to take forward and deliver the cultural priorities for the District.

Crime and Disorder Reduction Partnership
The Braintree District Crime and Disorder Reduction Partnership (CDRP) is a statutory partnership established by the 1998 Crime and Disorder Act.
The role of the partnership is to address crime and disorder by establishing the levels of problems in the Braintree District, consulting widely with people and communities to make sure that the partnership's perception matches that of local people and devising a strategy to tackle priority problems.
The CDRP feeds into both the LSP and Safer Essex and has themed sub groups to address the District's crime and disorder priorities. The Responsible Authority Group (RAG) is the responsible group for the CDRP structure.

Economic Development and Transportation Board
The Economic Development and Transportation Partnership Board (EDTP) champions the District's interests in the creation of quality jobs, skills training, sustainable economic development and transport provision.

Health, Housing and Wellbeing Partnership Board
The Health, Housing and Well-Being Partnership Board (HHWBP) aims to safeguard health, housing and well-being and improve the quality of life of the local population.
From the 1st March 2010, the LSP has introduced new arrangements for delivering the LSP's children and young people priorities. This is in response to the new Children's Trust structure for Essex to deliver the Essex Children and Young People's Plan 2009 - 2011. Local Children's Trust Boards have been established across the sub-areas of Essex. The Braintree District comes under the Mid Essex Children's Trust Board along with the Maldon District and Chelmsford Borough.
The LSP's children and young people priorities are now monitored by the Health, Housing and Well-Being Partnership but are delivered by the Mid Essex Children's Trust Board. Representatives from Braintree District Council and the LSP are members of this local Trust Board. The Head of Locality Commissioning at Essex County Council has joined the Steering Group to strengthen the link with the local Trust Board.

3rd Sector Partnership Board
The 3rd Sector Partnership Board brings together voluntary and community organisation representatives from within the LSP.
Their role is to achieve effective 3rd Sector representation and influence within the LSP and to facilitate communication and co-ordination between the LSP and the 3rd Sector.
